How Texas TTL Fees Work

When you purchase a vehicle in Texas, you owe more than just the sticker price. The state requires payment of tax, title, and license (TTL) fees before you can legally drive your new vehicle on public roads. Understanding these costs helps you budget accurately and avoid surprises at the county tax office.

Motor Vehicle Sales Tax (6.25%)

Texas charges a flat 6.25% motor vehicle sales tax on the purchase price of all vehicles. Unlike general sales tax, there is no additional local rate — the 6.25% applies statewide regardless of which city or county you live in. For dealer purchases, you can subtract your trade-in value before the tax is calculated. For example, if you buy a $35,000 vehicle and trade in one worth $10,000, you only pay tax on $25,000.

Standard Presumptive Value (SPV) Rule

For private-party sales, Texas uses the Standard Presumptive Value system to prevent tax avoidance. The tax is calculated on the greater of the actual sale price or 80% of the vehicle's SPV (determined by TxDMV based on year, make, model, mileage, and condition). If you pay significantly less than market value, you may still owe tax on the SPV-based amount. You can look up your vehicle's SPV on the TxDMV website before purchasing.

Title and Registration Fees

The title fee is $28 in most counties or $33 in emissions-testing counties. The base registration fee is $50.75, plus $4.75 for processing and handling and $1.00 for insurance verification. Local county fees average around $20 but vary by county. Initial registrations also include a state inspection fee of $16.75, while renewals pay $7.50.

Emissions Counties

Texas designates certain counties as emissions-testing areas where vehicles must pass an emissions inspection in addition to the standard safety inspection. These counties include Harris, Dallas, Tarrant, Travis, El Paso, Collin, Denton, Ellis, Johnson, Kaufman, Parker, Rockwall, and Williamson. If you're relocating to the Dallas or Fort Worth area, your vehicle will need to pass emissions testing. Vehicles registered in these counties pay a higher title fee ($33 vs. $28) to cover the additional emissions program costs.

Electric Vehicle (EV) Fee

Starting in 2023, Texas charges a $200 annual fee for all-electric vehicles at each registration or renewal. This fee is designed to offset the gas tax revenue that EV owners do not contribute, since Texas uses fuel taxes to fund road construction and maintenance. Plug-in hybrids (PHEVs) are not currently subject to this fee — only fully battery-electric vehicles.

Frequently Asked Questions

How much is tax, title, and license in Texas? +
Texas charges a 6.25% motor vehicle sales tax, a $28-$33 title fee (depending on whether you live in an emissions county), $50.75 base registration, plus processing, insurance verification, and inspection fees. Total TTL typically ranges from $1,500 to $3,500+ depending on vehicle price.
What is the Standard Presumptive Value (SPV) rule? +
For private-party vehicle purchases, Texas taxes the greater of the actual sale price or 80% of the Standard Presumptive Value (SPV). The SPV is determined by TxDMV based on the vehicle's year, make, model, mileage, and condition. This prevents buyers from under-reporting the sale price to reduce taxes.
Do I pay sales tax on a trade-in in Texas? +
No. When you trade in a vehicle at a dealership, Texas allows you to deduct the trade-in value from the purchase price before calculating the 6.25% motor vehicle tax. This trade-in credit does not apply to private-party sales.
What are emissions counties in Texas? +
Emissions counties are counties where vehicles must pass an emissions inspection. These include Harris, Dallas, Tarrant, Travis, El Paso, Collin, Denton, Ellis, Johnson, Kaufman, Parker, Rockwall, and Williamson counties. Vehicles registered in these counties pay a slightly higher title fee ($33 vs. $28).
Is there an extra fee for electric vehicles in Texas? +
Yes. Texas charges a $200 annual fee for electric vehicles (EVs) at the time of registration or renewal. This fee compensates for the loss of fuel tax revenue that funds road maintenance and infrastructure.
Can I avoid paying TTL fees in Texas? +
TTL fees are mandatory for all vehicle purchases registered in Texas. There are limited exemptions: gifts between family members (Form 14-317), certain disabled veterans, and vehicles transferred between spouses. However, the standard registration and title fees still apply in most cases.

Disclaimer: This calculator provides estimates based on standard Texas DMV fee schedules as of 2026. Actual fees may vary based on vehicle weight, type, county-specific charges, and any applicable exemptions. For private-party purchases, the SPV rule may increase your tax obligation beyond what is shown. Always verify exact fees with your local Texas Department of Motor Vehicles (TxDMV) county tax office before completing your purchase.
